It will flash off. The sooner the better. So burn them off.
ATE powerslots come with a dry preservative that they tell you not to clean off. Some laquer like material. I found that there were no problems with that, I burnt that off (on the Passat TDI). I did not notice any smoke.
Most rotors come with an oil film, sometimes thick and gooey, othertimes a simple oil film. Most of the time I expect that its is just the film left over from the cutting fluid. The cutting fluids are usually water-oil emusions with some neat rust preventative properties. When you clean them with solvent, you will see lots of black on your cleaning wipes. I think that getting that off is important.
When I clean off oil preserved rotors, I leave some of the oil film on the outer perimeter and hub areas.
The gold phosphate treaded rotors do not need any cleaning and should be oil free as recieved. I don't know if that chemical film will cause any smoking as it gets worn off. It remains in the holes/dimples and slots to protect the unswept areas.
