ISO: Good Independent in Northern Virginia & Estimates

Looking for a good independent shop in northern Virginia to do some work on my '94 900 SE V6. I am hoping to find someone whose charges are reasonable given that I want to minimize dollars I throw at the car since it has 117,000 miles. I need to look at the following repairs and would appreciate ball park estimates for each:
1. New clutch - Starting to need to make sure foot is all the way in the floorboard for smooth shifts and am getting some clunking going to reverse. Sounds like time to replace the factory clutch.
2. New washer pump - Started with pressure of the squirt going down now nothing at the windshield, headlamps or rear window.
3. Seat Heater - Driver's side is out. I know it is common and can be easy to repair DIY but what might an independent charge. I may or may not fix based on the shop's estimate.
4. TCS - The dreaded "TCS OFF" light. I doubt this is worth fixing to me as I have seen only one person on the board successfully fix and it wasn't cheap. It amazes me how common this problem is but the dealer and other shops have no idea how to fix.
