Are you sure you are measuring DC voltage. If so 10-11V when engine running is far too less. 7-9V when the engine is not running means battery definetelly discharged but not necessary dead. A dead battery and a good alternator would show in excess of 14V DC. A good battery will also show voltages around 14V when the engine is running. I suspect your alternator is actually dead or not charging properly. Try charging your battery with a charger and see if it accepts any charge. If it is charging then at least you know the battery is still usable.
One other possibility will be that your battery connection is not very good and as a result you loose a lot of voltage through the connection. With 7-9V battery there is no chance to start the car.
