I use it ALL the time when it rains, especially on highways when the rain mists of the tires.
I have also used it on occasion to tell someone behind me their high beams are on. Surprisingly, it has worked more often than not.
Call me crazy but I find of the cars that have rear fogs (Audi, Mercedes, Jaguar,...), I find that people that use them are generally good drivers. Maybe because anyone who knows when to use them is more aware of driving than those that have them and don't use them.
Quite similar to the boneheads that don't turn their headlights on when it is raining - avoid people like that.
