help, cant get my rear rotors off

have both rear wheels in air with jackstands at jackpoint, front wheels chocked and parking brake in OFF position. the screws came out but something is holding the rotor in place. i suspect the parking brake but I cannot see how to slacken it further.
also, is it safe to be under car with auto parts store jackstands?
note that haynes book is almost useless.
