"It has three wires and two coils, you did not say which you applied voltage to.

The coil resistance is 9 to 15 ohms according to hayes. It is implicit that that is per coil. Battery power is applied to terminal 2. The ECU sinks current from terminals 1 and 3 to actuate the coils. Terminal 2 is the center point of both coils. If you put 12V across 1 and 3, I expect that the effect of the coils is in opposition and perhaps things might not move much. So check for 12V on pin 2. Check resistance from 1 to 2 and 2 to 3. The coils are activated at 100 cycles per second, amplitude or pulse width modulated?... don't know. Impedance effects might limit current. 12VDC might draw rather high currents. So be carefull.

When the ECU is running the IAC, the voltages on pins 2 and 3 should vary and be less than the battery voltage. It would be interesting to do a swap test with someone else's IAC

Did you clean it? Get a small tool in there and get the valve all the way open, not easy, not much to 'grab'. Does it move freely?

Is the valve getting power on pin 2? You say you had only 2 contacts. Perhaps the valve is different? 1995 and 1997 had three contacts. Suggest that you look again. The IAC is about 2" by 4.5" I guess, aluminum die casting.

You still need to try another IAC if you can, know another Saaber nearby?

If IAC checks out, the throttle position sensor could be a problem, the ECU might not be working the IAC properly because of an internal fault. Might be a connector or wiring problem.
