Sometimes, those bolts can ba a handful. Have you tried to put the 17mm wrench and 19mm wrench on at the same time and use the two as a counter lever?
One of the bolts will give way, and it's usually the 17mm one because of the smaller diameter.
Now you are only left with the 19mm one. One thing that makes it much worse is that the threaded part of the fuel filter is only squeezed in place of the filter body, so after awhile the bolt might start spinning without loosening up.
One very easy way ( but cost more) is to take the car to a auto shop and have them use their air impact tools. That WILL take the two bolts out right away.
It's several times that I had to remove the bigger of the two bolts with an impact gun.
