Headlight wiper motors

Just took out my lh headlight wiper motor, which has given up on me. I have applied 12v to the terminals, and it draws a current, but the arms move only very slowly for around a quarter of a turn, then stop. I assume the motor is dead (new ones are an outragous price), and I have removed the entire assembly. I now find that the previously OK rh one is showing the same symptoms, ie only going across a third of the lamp at each washing, and not self parking.
Before I shell out £250 for two new ones, is their a relay or simialr that controls the wiper parking, and if so, could this be the problem.
The other option is to take both out altogether, and not have any wiper/washers on the headlights, and save my cash, question is, would it cause the car to fail the UK MOT Test, (UK saabers only!!). BTW, would the faulty headlight washer wipers cause an MOT test failure anyway.
