The belt pullies are quite isolated from what the clutch does. So I suspect that your clutch throwout bearing is not happy in the cold.

It is easy to inspect both bearings, so thats aways a good idea as a process of elimination. If the plastic idler above the crank is bad, leave it and install the shorter GM belt to skip this wheel, just as the newer engines did. You can't use the newer Saab belt, its the wrong size for the older engines in this configuration as they changed some other pully diameters as well. I have a post with details, search drs<underscore>install. The GM belt will cost around $18 instead of around $50, and the cost of PIA of replacing the lower pullie is saved as well.

The clutch throwout bearing only gets use when the clutch petal is depressed. When you foot is off the clutch, the inner and outer races of the bearing both spin together and there is no relative movement. Some folks who hold down the clutch at stop signs and red lights etc, are subjecting there throwout bearings to perhaps 100 times the service stress of those who get into neutal and get off of the clutch. Even just 'touching' the clutch petal lightly is making the throwout bearing work, at a lower load for sure, but the seal wear of the throwout bearing does not care about light vs heavy loads. As it costs hundreds of dollars to remove the trany to renew the throwout bearing, one must develop habits to prolong its life.
