I think the bolt change and torque issue was 1997.

It's possible for overpressure to do that, but I think by the time the hole's big enough for combusion pressure to get into the cooling system (in such amounts as to blow a hose -- that's what you indie is guessing), you should be regularly overheating (serious overheating, not just 10 o'clock), the heat in the cabin would stop and start again for no reason, the tank would overflow. You'd smell it coming out the tailpipe and it would be obvious looking at the plugs.

If he didn't top off an extra time after replacing the hose, you'd be missing about 1/2 quart because of air in the system. But that would only happen once.

Check the water pump really well, not just where it meets the block, but try to see the inner side of the pulley, see if the shaft seal is letting anything out (inside of wheel will be streaked). Mine leaked about a pint every 600 miles for 40,000 miles before the pump's bearing ended its service life. In that whole time I never saw any coolant anywhere, the junction to the block was dry (so I never suspected the pump), I did most of the hoses and all of the clamps (did help a little), I even retorqued my head, -- and it was the pump shaft the whole time.
