Best game to date that I've played has to be Sega GT 2002 for the XBox. I haven't played any of the grand turismo PSX/ps2 games... but sega gt 2002 definitely outdoes anything on the PC. Wide range of cars from the classic 240z and alfa romeo tipo 33/2 straddale to modern rides from the lotus exige to a peugeot 206...
The car handling, from my experience, is some of the best in a video game. Nothing quite compares with reading a road by the seat of your pants, but the developers did a good job making handling an eminent part of driving. You definitely appreciate the drive characteristics for every car and you definitely need to know driving styles for everything from AWD on low mu to overpowered rear wheel drive to pulling a fwd hot hatch through a sweeping turn.
I just wish the tuning system for Sega GT 2002 gave you a little more control over the transmission... at least a short shift kit. Some of those shifts are painfully long...
