The owner's manual describes how to program the ACC system to start up with your desired settings (which include OFF, ON with ECON, higher fan speed, etc).
Since I don't have the manual in front of me this is strictly from memory:
Choose the settings you want and then press the "ECON" and "increase fan speed" buttons at the same time. The display will flash once to acknowledge the setting. There is also a way to zap it back to default mode which I've never had to do.
I've also found that you can set it to a "two stage" start-up setting... Basically, what I want to happen is for the ACC to be OFF when I first start up, and then when I turn it on manually (by pressing the OFF button) it will be in ECON mode.
To do this, you first choose the desired settings with the system on and ECON mode engaged. Then press the ECON and "increase fan speed" buttons together and release. Now hit the OFF button to turn the system off... And finally press the ECON and IFS buttons again.
