I have been having quite a time finding a good shop in Boston for diagnosing my problem, which is the timing chain and balance shaft chains being nosey(well I think.. one Saab dealer mechanic said yes and another Saab dealer said no).
I have brought the car to some good non – dealer Saab mechanics (cannot afford dealer prices) and they have not found anything wrong, except they too have heard the whirring noise but cannot pinpoint a problem.

Ok, I have a 96 900s with 60k on the odometer, when I start it up I get a load whirring noise that lasts sometimes the whole time the car is on and sometimes only till it warms up, sounds like a slipping belt. So I replaced the serp belt and checked all the pulleys, all pulleys are all fine and with the new belt it still makes the noise.
In trying to figure it out I have still been driving the car. Now for the past couple days it seems as the car has lost a little power from what it used to be and the engine now feels not as smooth and fluid as it used to be. The engine definitely seems louder and at times I hear what sounds like the lifters tapping away or something not getting the proper lubrication.

I received some great advice here, I had them cut open and dissect the oil filter for debris and they found nothing, they also checked the oil pump operation and that was also working fine. All pulleys work great and the alternator was replaced a couple weeks back, so it is definitely something in the engine itself. The mechanic also changed the oil to synthetic and that caused the tapping and clicking to go away, but he engine still does not feel smooth like it used to.
With these new findings does anyone have any other suggestions? Or would you recommend any good mechanics in the Boston area?
