Yes, if you remove the hose from the BPC valve to the wastegate actuator, you will get max boost and fuel cuts. This will be quite undriveable. Sometimes when a engine will not get on boost, this hose is removed and with careful throttle work, one sees if the engine will then get on boost. If it then does get on boost, this means that the BPC is defective, or the ECU does not to or cannot get the BPC to work right. So one can determine quickly that the turbo works and there are no major leaks such as blown hoses.
You need a pressure control loop built around the wastegate and turbo. The simplest is to take the hose from the turbo compressor housing hose barb and connect that to the wastegate acutator. That will get you a few PSI, but vey little. Put a device in that path such as the BPC or a MBC and reduce the pressure that the actuator sees, and the boost goes up.
The ECU controls the BPC which is an electrically variable bleeder valve. The ECU reduces the boost for the first two gears. The max boost will be between 10 and 11 PSI. With a MBC you can set the boost up near, but not exceeding 15PSI and you get that in all gears. You have to baby 1st gear to avoind wheel slip. 2nd gear is very fast.
The BPC also opens the wastegate as boost starts building, which makes the boost take longer to get strong. This is boost lag. With a good MBC, most of that is eliminated and you get boost much sooner. That alone makes the vehicle much faster.
You need to make other changes to the intake and exhaust to be MBC ready.
