I can almost guarantee you it's the switch above the brake pedal! (Been there, done that, wore out the t-shirt)
The part number should be 46 17 551 and it should cost less than $20... (It's even available from several online Saab parts dealers for less). Note that they switched from an earlier switch design in and around the '96 model year so I'm not sure which one your friend's car will have.
Don't try to repair the old switch... We're talking brake lights here. You WANT them to work reliably so it's no place to be "cheap".
To replace the switch you just need to remove the lower dash panel on the driver's side. There is a clip on the back edge that's always tricky to release for those who've never done it before. Just leave it in place and bend the panel down. You should have plenty of room to work.
Note that there are TWO switches above the brake pedal... One is for cruise control the other is the brake light switch. You'll see which one is which when you have the new part in hand (they look different). Just unplug the old one, plug in the new one, push down the brake pedal and it should self adjust (it will making some clicking sounds).
