I have had the same experience!
I replaced my fan speed control unit for the second time a few months ago and it didn't fix the problem. (My problem is the fan control unit overheating.) Anyway, I have an extra fan control unit that I could send you, if you're interested, just to check if that's the problem. If it fixes the problem, you could pay me for it or send it back and buy a different one from the dealer, at your option.
Alternatively, you could pull the blower motor and test it by connecting it to a 12V power supply, maybe read the current draw and look for unusual levels. If you have ever changed the cabin air filter you've done all the work necessary to pull the blower motor.
That's really the only way I can see to "bypass" the fan speed control unit, since the ACC control unit doesn't send out a signal capable of driving the blower motor, as far as I can tell, and the blower motor is grounded through the speed control unit.
