ACC self-test....

Try a self-test of the ACC. Press and hold AUTO and OFF buttons at the same time for a couple of seconds. The system will go through some self-test gyrations for about 30 seconds. The result should be a display of "0". Any other number indicates a problem, though what number equates to what problem is unknown to me.
Two items come to mind for your 'whine'. A stuck or partial closed A/C duct door or a bad A/C 'freeze swicth'. Both will probably require a Saab technician to fix.
The stuck A/C duct door could whistle and will require dismantling the ductwork. A bad A/C freeze switch will allow the A/C evaporator to freeze over blocking the air flow and creating a whistling sound.
