Those bolts are plated and ?partially? covered by the shrouds on the front. Rust would not make these loose their torque but might interfere with getting the torque right after lower the frame after a clutch or rear seal job, oil sump replacement etc. The frame is hot dip galvanized, no paint, but the SF bolts to the body and the body is primed and painted. So that may be the source of the problem as well. Both a thick zinc layer and paint can extrude which reduces the fasterner preload. Someone reported such a fix to clunks years ago, but that post did not list any specific bolt locations that I can recall.
If the front of the SF has been moving, there will definately be some signs in the paint if the movement has been significant. The amount of the movement will of course be limited by the bolt to SF hole clearance. So perhaps a visual inspection will be useful.
