Windshield washer - unusual problem

My windshield washer does not squirt onto windshield. Instead, the fluid runs out from the underneath the cowling (the one at the base of the windshiled right above the firewall running across the entire car). The hosing that supplies the nozzles in the hood has come loose from where it passes thru this cowling.
Questions: to what does this connect under that cowling? Is there a way to reattach without taking the cowling off? If not, any tricks to removing it?
