I think the reason for the change is to remove the larger (tougher to get at Idler pulley) from the system, due to it's frequency of failure and difficulty to service. The top pulley (which stays in the system) is easier to get at and for some reason, is less likely to fail. The new config referenced in that great photo journal is the same a the new 9-3 config, fyi.
