Mine was not open when unpowered. Someone applied 12V to theirs and it sounds like the cooked it. So I rather not suggest to other that this is possible.
Did you clean your IAC? Perhaps it is stuck on deposits.
If the inlet to the AIC is removed and it its rubber mount is pulled off of the roll pin on the manfifold, and its connected to the harness, then you should be able to start the engine and watch what the IAC does. If you disconnect the wrong end of the IAC the engine will run away. I would put a cloth into the open hose and put a a piece of cardboard under the IAC to keep it away from things that are sources of dirt.
If you have not cleaned it, try that.
