Poly bushings do not change the ride quality. They are not in the path of vertical travel. Steel sherical bearings at the control arm to firewall do not increase harshness.
If you do 17" wheels, they can be more easily bent if the roads are not good. And weak shocks and hitting the bump stops may increase this too. You will want higher pressures to protect the rims, and that plus the low profile will make the ride harsh.
Good performance tires on 16" rims will provide better turn-in response and abilty that 17" tires of suspect heritage.
