Bad BPC? ( a little long)

94 900 SET manual
K&N + airbox mod
TBTC mod
94,000kms
Dealer serviced every 5,000 kms
Problem: Turbo still lacks power. When at the dealership last Saturday, got everything checked - electrics, plugs, vac hoses, bypass valve etc.
Injectors were cleaned at the dealership about 5,000 km ago.
Hooked up a gauge and was reading 0.66 bar in gears 1&2. The tech seemed to think it was not a turbo leak but possibly a bad boost pressure control valve or wastegate adjustment.
He upped the reading to 0.7 by adjusting the wastegate, which did improve the performance somewhat, but if I remember reading somewhere on this BB the specs were a lot lower in the first two gears.
The BPC is on order, but I'm a bit leery about putting my foot down now. Any thoughts on this before I spring for a new BPC?
