tie rod end has broken bolt.

I have been experiencing jittering steering wheel when traveling around 60 mph for past month or more. Inside tread of front tires have been wearing abnormally. Took car to sears to have wheels alligned- which did not help the jittering problem. Today I took car to get wheels balanced, and mechanic pointed out a broken bolt on tie rod end(left one). The end of tie rod where ball and socket joint joins to the wheel, I can see two upside-down bolts, the one that is closest to the ball and socket has broken, the threaded half on the top is still there but the bolt head is gone. Are these the tapered bolts that I have read about? I can rotate the tie rod with my hand a total of about 45 degrees on the left side but no rotation of the right side tie rod. My question is how difficult of a repair is this going to be? will the entire tie rod assembly need replacement or just the tie rod end? (I am assuming that the part with the socket and bolt is called the tie rod end.) Last thing, is there any tricks or precautions that I should know about?
