New pads will feel spongy until they are bedded in. And the bite of new pads on new rotors can initially be low. So you need to find a calm traffic area and do some runs up to highway speed then brake hard, but not to a dead stop, repeat and the brakes will get hotter and might stink a bit. Do this and I think that you will find that they firm up.
Many rotors are covered with a perservative oil and grease which needs to be removed. Some rotors have an oil free preservative that can be left in place, like ATE powerslots and others. Some with gold colored phosphate finishes will not brake well until that finish wears through.
After installing new pads the brakes will require a one time pumping to advance the caliper pistons.
Changing pads or pads+rotors will not introduce air into the hydraulics.
Verify that the wire springs on the calipers are routed correctly.
Always try to avoid clamping pads hard against the rotors when the brakes are very hot.
