Cabin blower Issues + new mechanic

I reacquired my 95 900SET 61k, just last week after being idle for 6 mos (too long a story). As it was not driven frequently enough, it was necessary for me to recharge the battery when I put it back on the road. I understand this can cause issues with the ACC. Well, it has. I do not get enough air flow from the blower to defrost my windshield or cool me off with the AC. Strangely, I do get good flow with key in start, engine off. Upon starting, ACC kicks in, A/C compressor jumps on (presumably), and flow dies down to near nil, even with fan set all the way up. (Internal temperature CANNOT be adjusted, either? It's stuck at 66)
I've reset the ACC according to manual and received 0 faults, and I've pulled and rinsed the filter beneath the wshield wiper arms- to no avail.
I'm in a new state with no mechanic and I would HATE to drop a potentially large sum of $$$ on an unknown. Any add'l troubleshoots or "things to say to a new technician" would be greatly appreciated!
