96 900SE low power

My 96 900 turbo seems down on power. Under full boost it runs ok but just light driving it seem down on power. Here are some more clues.
I bought the car about 3 months ago and I have not seen a marked change in performance. The car has good, even compression. Plugs look good.
Twice, after filling up, the car started a miss-fire and died. Restarted ok but have to keep it reved up else it will die. After drive a few miles it seems ok. (Hmm...evap system??) After one of these episodes I get a check engine light and I pull error code P1171???
Last week the car died and would not start. Turned out to be the fuel pump. (I thought great, low fuel pressure from the dying fuel pump made the car run a bit lean and hence the poor off boost performance).
I replaced the pump, put a gallon of gas back in the tank and went for a test drive to fill the tank. The car seemed to run better but it was only a few miles to the gas station. Filled the tank and car stumbles and dies just like before. After a few miles it clears out and runs just like it used to (poor off boost power).
Any ideas??
