The belt needs to come up from the AC compressor (bottom right in the picture) up and around the water pump pulley (the larger pulley right above it), then back down to the main crank of the engine (larger, lower middle pulley in the picture).
The way I remember it, there are 3 major lower pulleys, and the belt goes up between each one.
If you have the factory belt, you use the middle upper pulley. The short-belt mod bypasses that upper pulley, using only the PS pump on the upper right and the smaller pulley on the upper left.
If you're using the config as shown above and using the normal belt, then I don't see how anything would work. If you're using the short-belt, then what you're missing is the water pump. That's important.
