I wouldn't have thought that oil on the outside of the engine would be a reliable indicator of a bad HG. The real giveaways are oil floating on the water in the radiator expansion tank and/or the presence of white frothy muck in the oil filler tube.
Another good indication is whether the car has been losing coolant - if you've been topping it up a lot recently but there's no coolant on the garage floor then it's probably disappearng through the HG. (Of course if there is coolant on the floor then it's probably just a plain 'ol leak!).
On a low tech note the smell test is also worth trying - pop the bonnet (hood) after a run and have a good sniff, a blown HG causes a characteristic smell - like someone boiling old socks! Smell something unusual like that and you can pretty much be sure the HG's blown.
Of course your mechanic could well be correct, but a blown HG usually causes noticeable symptoms - if you haven't noticed any of the above be very wary about handing over $800.
If the HG does need replacing you should really get the head skimmed at the same time to ensure that it's still flat - otherwise the new gasket could blow again in short order.
