It may be that the cable is bound up. I had one side lock up on me and it was cable related.
I checked it out with the rear wheels removed. I don't know if that is necessary or not. The hand brake cable runs along the middle of the car and then splits to each rear wheel near the axle. Try releasing the hand brake and then pulling on the cable to see if anything releases for you. Getting to the rear brakes involves removing the rotors which isn't too bad but takes a fair amount of time.
