Boost is reduced in the 1st two gears. You should get to the start of the red in 3rd gear. Plugs need to be right, BCPR6ES11's gapped to .035". V-groove electrode is good too. Clean injectors, used 20 ounce bottle of Techron Centrate. Yes, check the BPV and its VAC line for cracks or splits. You can inspect the BPV easily. Remove the 25mm discharge hose. At idle, when you apply and remove the VAC line you can feel the valve open and close.
If the fuel is not premium, that could be part of the problem.
Air filter ok?
Check that pressurized turbo hose clamps are tight. If it will not attain boost. Remove the hose from the WG actuator and drive with a gentle throttle. You should be able to get 1/2 way thru the red before you get fuel cuts. If you hear an knocking, get off the throttle. If you can get to or past red, the system is able to generate and hold boost. Refit the hose.
