You need to remove the center dash panel to expose speedo cluster. After that the speedo cluster has to come out and you need to attach a piece of foam on the top brace of steering column bracket.
The speedo cluster sits pretty much on top of that brace and when the car and plastic gets older, the cluster sags down and starts to hit the brace going over bumps.
