Since normal use of this is for Computer CPUs-P4s etc Thermal Fan to actual CPU die I would think that dielectric properties are important.
( FYI I use this on all PCs I build-work on and tests show 10-15' lower temp vs using standard Silicone Thermal Grease, yes more $$, but P4.2.8/3.Ghz or SAAB ACC Fan controls are not cheap either! )
As far as the SAAB ACC Fan control module usage, the actual plate and mount are the only things you spread the paste on, and unless you are really gooping it on, getting it into the electronic PCB under the black cover (Mine is NOT the potted type), or the end connector, conductivity is not an issue.
