This could be due to a blocked drain hose. Lift the bonnet/hood and look at the back of the engine bay. On the bulkhead/firewall in the centre, near the top you should see a rubber tube about 1.5" wide that curves down over the steering rack. This is the drain for the gutter that rain water from the windscreen runs into and, overtime, it fills with leaves and debris so in a heavy storm water cannot escape and backs up till it enters the ventilation fan unit and runs into the car via the heating ducts and so ending up in the passenger footwell.

Simply pull the hose out (it fits into the buklhead like a grommet would) remove the leaves clean out the hole it goes into and refit.
