You may want to check your math, 1 ft and 2 pounds force is 2 lb ft = 24 inch pounds. It would take 25 pounds at 1 ft to = 25 lb ft.
A rough check of a torque wrench can be made with a bathroom scale and a vice. Clamp the torque wrench drive square in the vise with the handle horizonal, stand on the scale, and lift or push down on the torque wrench while reading scale.
Most torque wrenches have a pivot in the handle, the effective length is from the center of the drive square (1/2, 3/8, etc) to the pivot in the handle. When using the wrench the handle should be balanced on the pivot, ie not resting against the shaft of the wrench.
Also this may seem simple, but do not keep pulling after the wrench clicks. Doing so causes over torquing. We catch the guys where I work doing this all the time, somehow they get into the habit pulling it past the click.
