You need to clean the TB and IAC before you make any conclusions about what to do.
The ECU controls idle speed and I don't think that you can do much via the Tech-II. I am concerned that the TB throttle stop was changed.
If you turn on electrical loads, high fan, and the A/C working, do you see the RPM's drop to 900-950? If so the TB stop is to be suspected.
An exhaust leak is a problem if exhaust gasses are getting at the oxygen sensor. It used the ambient air for an O2 reference. Getting a CEL in stop and go is consistant with exhaust interfering with the sensor, but the CEL could be for an idle speed control issue and thats something that would show up then too.
So start with cleaning the TB and IAC. Then examine the throttle stop issue. There could be problem with the throttle position sensor, but rare.
