My 97 SET surges without apparent cause!

This is regarding a 2-Door automatic 1997 SET coupe, 67,000 miles.
She runs rough every now and then, like she is going to die on me. Then she'll get her life back but she keeps surging. I come up to a stoplight and I have to push the brakes really hard because the car sounds and feels like someone is pushing the gas pedal at the same time. RPMs will go all the way up to about 3000 rpms if I put her in neutral before calming down about 5 to 7 seconds later.
The surging engine feel comes every few days. Other times if I put it in neutral the RPMS will oscillate between 1300 to 2000 repeatedly, with about a 1 second interval in between, over and over, sometimes for up to 30 seconds.
What could be the problem? I put fuel cleaner in the tank and ran a few tanks of premium through her on some 75 mph highway drives (about 400 miles in the last week) but to no avail.
