The TB and IAC are different. On my '96, the IAC got gummed up and was doing the same thing. The IAC is attached to the intake system via two hoses (in and out). It is a silver cylindrical thingy with a 2 or 3 wore connector attached to the rear.
Loosen the hose clamps on the two hoses, disconnect the connect and lift the IAC off the mounting pin (the large rubber mounting ring come with it).
Clean it out real good with carb cleaner. Re assemble and you should be good to go - it may take a bit for the ECU to relearn how to control the idle with the operating IAC.
