I just fixed this problem in my '95 900s over the weekend. So far, so good.
Removed the dimmer module from the dash. It's actually a couple of inches deep in the dashboard
Pried the front cover off and slid the circuit board out of the housing. Note how the front cover with the thumbwheel attaches to the potentiometer, as if you re-sassemble it improperly you won't have full dimmer function of the lights.
With the circuit board out, re-solder the IC pins for the IC under the headsink. Solder from the back of the board. I simply heated up the solder and let it reflow. Be careful to not solder any of the 3 pins of that IC together.
Re-assemble, put back in the car, and drive away happy!
