I haven't done a hydraulic clutch up grade yet, and I don't think I would like to do one either.
If they offer the upgrade and clutch assembly for 9 hours, get it in writing. It sounds way on the low side.
I checked all the parts on Taliaferros site, but it is many big things missing. The reason for that is that the Saab bulletin is aimed for upgrading the ACS equipped car, not the clutch cable cars.
These cars are getting older day by day and the value goes down. I don't think many owners would like to plunk down that kind of money to upgrade the car.
The clutch cable is working ok if only the clutch get replaced on a regular basis.
The problem is when a shop throws a new cable in on an old stiff clutch. It last 6 month to a year and than they do it again when it breaks.
If the clutch assembly gets replaced and everything cleaned out and lubricated, the cable last probably another 40 - 60K miles in stop and go traffic and even longer in freeway driving.
