I've had this happen to me in VT. It was so bad the rear wheels did not move at all. A local mechanic said to place a block of wood on the drums (Pontiac 6000) and give a good wrap with a hammer. This worked perfectly. What happened was some water (snow) was between the drum and the show, so when I set the brake and left it overnight the water froze the shoe into a locked position.
The mechanic suggested avoiding the parking brake if possible in sub freezing temps.
