Bad Washer pump on 94 900???

Is it possible that the pump is running, but still bad? I can hear it run when I activate the washer lever, but little to no flow.
I replaced the check valves and cleaned out the nozzles.
I have a new pump sitting in front of me, but dont want to tear out the wheel skirt if there is another solution. From what I read it's not too terribly hard, but still want to make sure i've exhausted all other options.
