Alarm doesn't sound, lights flash...No horn!

I'm having trouble with the alarm on my car. This all started when I went to the dealer to have a new remote programmed. After the new remote was programmed (with tech 2 hooked to the car) he tested and I noticed that the horn didn't honk when he locked/unlocked the doors with the remote.
I tested the alarm by arming it with the remote and opening the door with the key, but the horn didn't sound off. The lights all start flashing, so I know the alarm detected the intrusion, but the horn doesn't honk.
I tested the horn by pressing the button on the steering wheel and it works fine.
The guy went through all the tech 2 settings and couldn't find anything wrong. He then did something like set it all to defaults and the issue was still there. He even changed it to a different country setting, but the issue was still there. I saw the alarm settings on tech 2 and it said it was enabled.
Is there anything that can be done, or do I just keep pretending my car has an alarm and hope that nobody actually tests it? I'm glad that the little blinking LED defers most thieves, but I'd like a functioning alarm.
