IAC or Vacuum Hose?

I had similar problems going on in cold weather. I replaced a bad vacuum hose, but also gave the IAC a heavy duty cleaning. I believe this is what solved my problems in the end (my theory was that as it warmed up, the gummy residue loosened up, thus cold starts were the worst).
