You're probably going to need it for a new engine, unless as michael p said, you can prove that you had the belt change at the 95K service done by a Saab-certified tech. Then Saab USA might contribute $2,400 toward the cost of a replacement engine.
Depending on the level of damage to the valve train and cylinder walls, it doesn't make much sense to attempt a repair. It's better to get a replacement motor and install that. You'll have fewer headaches and a better chance of reliability.
These engines are, in a word, horrible. I know several Saab techs who, after the initial delight of seeing so much business from them, now hate to see one towed into the shop. The grief from customers (who are rightfully pissed off that their car that was supposed to soldier on for 200K miles) is too much to deal with.
