I have the same problem with my passenger seat. I unplugged the connection that goes to the seat back section and jumpered the connection. It heats up a little better now on the bottom section but it's still not as hot as it should be. The thermostat should only break the circuit after it exceeds the set temperature. If you have low resistance when cold it's probably good.
