Garage mistake? HELP!

I always took my old Saab to this particular garage. When I got my 94 900s V6, I took it there just like my old one. After a PA state inspection, a new timing belt and tensoner, and valve cover gaskets I was on my way. All of this was performed at 92k shortly after I purchased it. Now at 95,500 my car needed a new oil change and washer check valves. I remembered posts on this bulletin board of the 95k service interval so I wrote on the envelope to go ahead and perform the 95k maintenance. Here is what I wrote on the envelope: ‘95k service- plugs & injectors’
I get a call from them around 3:30 saying they have my engine apart and are putting a new timing belt and tensioner kit on right now! I was pissed! I don’t know what to do! I didn’t ever even think something like this would happen. Technicians with any experience in the industry- who is at fault here? More importantly, who should be the one footing the $600.00 bill? Shouldn’t they have kept accurate records on my car? Shouldn’t they have been able to tell that my timing belt is still fresh with only 2,000mi on it? I’m worried sick about this.
