Failing the hydrocarbon section means there is unburned fuel coming out of the tailpipe. So to find out what's wrong you'll to check everything that has something to do with burning the fuel. Of course that is a big list: spark plugs and cables, catalytic converter, timing, and more.
I would start with the cheapest thing first, spark plugs, and if that doesn't fix it, try the next cheapest.
Also, at places like Checker and AutoZone you can buy a product called "Guarenteed to Pass" that does just that - guarentees you will pass your emissions test or double your money back. It is a fuel additive, but I don't know exactly what it does and if it is harmful to your car in anyway. I don't guarentee it will work, but they do. :) That is probably the cheapest and easiest thing to do.
