Looking at 95-98 Saab Turbos - Questions

I just sold my '87 BMW and it is time for a different car. I am interested in a mid-late '90's Saab Turbo. I looked at my first one (a 1996 900SE) this weekend and have a few questions. First, after looking at the archives, I believe that the car needs a new clutch cable (the pedal is pretty stiff with no real feel)is this most likely just the cable or is there more work that should be done (the car as 165K on it with 40K on a '99 engine). Has anyone done a cable to hydraulic conversion? The tensioners also seem to be making some noise so they should probably be replaced as well. A couple of new questions - first, the steering wheel moves in/out ~.5 inches has any one else had this problem? Second, looking under the back bumper, there was a steel bracket just off center to the drivers side that looks like it has been broken / cut off - what would this be?
Over all the car is in great shape and seems to run very well - asking price is $5500 which is a little more than I think it is worth. Body and interior are both very clean (especially considering the mileage).
Any thoughts/tips would be appreciated.
