Hey Andrey.
Very sorry to hear about the car. I didn't see you on QO... I always keep my eyes open for you when I'm out and about in that area though.
Anyway, as Steve mentioned, I'm a corporate attorney, not criminal, however, I can offer the following:
1. File the police report, as you mentioned. Request that charges be brought.
2. Remember, you cannot unilaterally decide that criminal charges are to be brought... ultimately it's up to the prosecuting attorney. As the kid is 17, if charges are brought, he may be get charges filed as an adult or a juvenile. Hard to say.
3. I'd file the civil case in either small claims court (just contact the MoCo. District Court and ask them for a small claims form) or in district court, but you may want to consider filing the case against the parents, not against the kid. Kid's got no money, so even when you win the civil case, you'll get a judgment that you won't be able to collect on, thus, you won't get anything, therefore take advantage of the fact that he is a minor.
4. Make sure that the kid knows that you aren't going to walk away from this.
5. Do you have full coverage insurance on your car? If so, but for your deductible, you'll get the money to get your car fixed and it should not adversely impact your car insurance rates.
6. E-mail me at the address above if you want the name of a lawyer. I can probably get a buddy of mine to chat w/ you for a couple of minutes at no charge, but I can't ask him to do much more than that (he gets paid to provide advice...).
7. Don't retaliate - just get even through the court system.
